07/11/17 | 1. The details of the 59 statements of evidence originally compiled by the West Yorkshire Police Professional Standards Department (PSD) regarding allegations of alleged misbehaviour by the former Chief Constable Mark Gilmore. These statements were eventually drawn together by Lancashire Police during an investigation commissioned by the office of the West Yorkshire Police & Crime Commissioner. I understand that they have been returned to the office of the PCC and any sensitive information has already been redacted. I would expect that the redactions would comply with the Data Protection Act 1998. 2. Who is responsible for identifying and sanctioning these redactions and their positions please? These are allegations, some of which, the WYPCC Mark Burns-Williamson was first made aware of on August 27, 2014. These and subsequent allegations were referred to West Yorkshire Police's Professional Standards Department and an investigation was launched. This is as distinct from the separate investigation commissioned by Mr Burns-Williamson into the professional conduct of Mr Gilmore and carried out by Lancashire Police into his professional conduct while serving with the Police Service of Northern Ireland. |

09/10/17 | Under the Freedom of Information Act 2000 I would like to request the following information from your organisation: 1) The total amount spent by the office of the Police and Crime Commissioner (PCC) of West Yorkshire on legal fees, between the dates 21st April 2017 and the 6th October 2017, for legal advice and representation for the Police and Crime Commissioner who is deemed to be the defendant in a judicial review brought against him by the former Chief Constable of West Yorkshire Mark Gilmore. |

09/10/17 | Under the Freedom of Information Act 2000 I would like to request the following information from your organisation: The report commissioned by WYPCC Mark Burns-Williamson into the professional conduct of former West Yorkshire Police Chief Constable Mark Gilmore (including allegations of misconduct while serving with the Police Service of Northern Ireland and the so-called "whistle-blower" allegations). This was untaken by Lancashire Police and the report was received by the office of the WYPCC on July 26, 2016. Should you hold the information I require I do not believe it will take your organisation longer than the prescribed limit of 3.5 working days or £450 as outlined in Section 12 of the Freedom of Information Act, to collate and then provide the information to me. However should you believe this limit will be breached I'd be grateful if you could make contact with me at the earliest opportunity so I can rework my request to ensure that your organisation will be able to disclose at least some of the information I have asked for within the statutory requirements of the Act. Should your organisation hold the information that I have requested your organisation has 20 working days to provide me with the information as prescribed by the Freedom of Information Act? If it is not possible to disclose the complete report I request that you disclose to me the following information: - The terms of reference of the investigation? - What were the specific allegations investigated? - What were the findings of the investigation? - What actions were subsequently taken to address the complaints made? 18/09/17 | 1) Please explain the Child protection protocol sanctioned by the Commissioner that instructs Police Officers to forcibly separate children from their natural parents, without checking family relationships, requesting evidence or a valid reason. 2) The Children Act, Human Rights and numerous Statutes allow children a voice, their wishes and opinions respected. By which Local Authority, under what Political Criteria, do Police disregard children's Rights, safety, their wishes, disclosures and unequivocal evidence of Domestic Abuse? 3) Which Statute allows child abuse and DV as Cultural Prerogatives and discriminates to favour Gender specific notions that keep women in their place as primary domestic carers? How do your procedural directives differ between social groups and gender, when Officers respond to Domestic Abuse incidents where no evidence exists? Orders direct from West Yorkshire Police Crime Commissioner prevent many child abuse and Domestic Abuse investigations where unequivocal evidence does exist. Can you please share with the public, your directive that orders Police officers to breach Human Rights, Statutory Child Protection and ignore children's Rights to be heard depending on the perpetrator's religion and gender? It is a fact that West Yorkshire Police Officers refused to record crimes against specific groups of Children e.g. FGM because of a "Directive". This is not an opinion as you suggested. What exactly is this "Directive"? I cannot find it on your web site |

The name of the investigating officer appointed by Lancashire Police (if different to ACC Tim Jacques who was head of the Barium investigation). 4. The investigation outcome (report). 5. The decision letter that accompanied that outcome (report). 6. Correspondence between the IPCC and the PCC's office concerning the whistle-blower allegations. It appears as though the IPCC's Rachel Millington was dealing with these. 7. 27/01/17 | There is a current trend in West Yorkshire whereby motorists are driving in clear conditions in daylight and night time with front fog lights on. As a glasses wearer I am sick of being dazzled by oncoming traffic with additional glare from front fog lights. When I started driving the police would pull you over if you had front fogs on at night when it wasn't foggy. This no longer seems to be the case. Why is this and what is being done to address the problem? The highway code states: 236 You MUST NOT use front or rear fog lights unless visibility is seriously reduced (see http://www.highwaycodeuk.co.uk/driving-in-adverse-weather-conditions---overview-226.html">Rule 226) as they dazzle other road users and can obscure your brake lights. You MUST switch them off when visibility improves. Law RVLR regs 25 & 27 The only driving activity seemingly monitored and controlled by the authorities in modern Britain is speeding. This obviously generates income. Driving with only one headlight is another common observation but less annoying. Under the freedom of information act I would like to know the annual figure for motorists prosecuted for driving with fog lights on unnecessarily. | Response (PDF 19KB) |
